Addressed to Governor of Hongkong.
700 British subjects are being evacuated to Hongkong by
Rajputana and it is hoped 2000 later in the week. It is
realised that a number of these will be unable to maintain
themselves in the colony and cost will have to come from public
funds. Any estimate of numbers must be rough guess possibly
1,000 may require maintenance and if they are to be induced to
leave they will have to be informed that maintenance is
guaranteed. I propose to do this forthwith and request Foreign
Office urgently to inform Colonial Office that they give
covering sanction.
